NPCs are Non-player Characters in Sea of Thieves. They can serve a variety of purposes, such as shopkeepers, Trading Company representatives, and also as part of Quests and Tall Tales.

Trivia

The first letter of every Outpost NPC's name corresponds to the first letter of their profession, making it easy to tell who to deliver Cargo to. For example, The tavernkeeper's name starts with T, the weaponsmith's name with W, Gold Hoarders representative's with H, etc.
In the Sea of Thieves Roleplaying Game, NPC is an abbreviation for "Non-Pirate Character".
